Unhappy Could not complete smog test.

Recently acquired a 2005 limited black convertible (manual transmission). I found this forums to be very helpful/informative. I read about the door rust at the bottom of the doors behind the seals. To my horror the rust was extensive but did my best to remove most of the rust and use a rust converter. This is turning out to be a long term project car not to say $$ black hole. I went to have my car smog-ed here in California. The test could not be completed as the test equipment requires the car to rev up to 1500 rpm. The cars engine revs up but the cars computer shows that the rpm would rev up and then falls to 600 rpm. It would stay at 600 rpm even though you can hear the engine rev up. Any thoughts would be most appreciated.
