I doubt the two problems are related. You are describing a bad pump or low fluid in the hydraulic system. Check the resivour, it should be 1/3 or more full even when the system is pressurized. MANUALLY open the deck lid and look at the level in the tank on the driver's side in the wheel well. I bet there is little in there -and look around for leaks!

Thank you so much for the detailed reply Pizzaguy, I really think that this might be the problem. I have seen the video for the manual top operation, and I was wondering if there was any way to open the section of the trunk the top goes into without the $150 tool? And I've searched around the forum for a bit but I haven't located a tutorial on which type of hydraulic fluid I should use, and I how I should go about filling it up! Thanks.
I've got my "personal" one that I burned (sent my oem off in an emergency case)..If you need it send me a PM..
