Default Intercooler pump fuse

Can someone tell me if the 5amp fuse closest to the firewall and right behind 40 amp has power to it with the key on or just when the pump is called for or the engine running. I believe this is the fuse for the heat exchanger pump. Thanks as I need to know as mine does not dead cold. Thanks

Looks like the pulse module supplies the power thru fuse 13 ( in the under hood accessory fuse panel ) when the PTCM tells it to :

Thanks. I would just like somebody to check voltage at that 5 amp fuse closest to the firewall with the key only in position 2, could somebody test that for me? I have no boost with the car cold or an an tine and this happens a lot to me when I put in a new tune
