This is obviously someone who doesn't give a damm about others.
Stand up before she does it to another car or a child.
It does require some risk to do so but we all need to demand accountability.
No matter how cute she is, Nail her.

I feel your pain man. Last year some @sshole tore my rear bumper off in the middle of the night. I wake up the next day to go to the track to find my rear bumper detached from the car. Funny thing is the alarm went off, I just didnt know it was my alarm since it never goes off. That $250 co-pay and missed track day really pissed me off.

On the bright side, I think I've ID'd the culprit vehicle; a red Prelude with a black hood. The two witnesses confirmed that it looked like the same car. I also found out that while the girl must live here, the car belongs to some guy who has likely pre-nailed her repeatedly. Usually takes off with fart can abuzz at 4am, and has been seen present more nights than not. From your rep, I'd suspect you FP, but the commute is too long to make it home in time.
Too many dings and scrapes on the Prelude's rear bumper to pick out aero blue in the rain and dim light, but the red matches the marks on my bumper that I couldn't see until this morning. The 1-3/4" rubber marks on my bumper also matches the width of the rubber strip on the Prelude's bumper.
I was able to just pop the marker light/reflector back in, and it works, and the paint and rubber looks like it would buff out. The only real damage is where the bumper flexed causing any area of cracking in the paint.
I assume I'll still have to get the entire bumper done. I just hope the BF has insurance. I'm $250 deduc on collision with no rate increase if damge is <$1800; I'm $100 deduc on uninsured motorist, but Travelers will (also) be aiming for her butt. So, for a lousy $150, even if uninsured, they can settle this.

I've already talked to the condo manager about people playing "Speed Ricer" in an area with kids and animals at play. Tomorrow, I'll ask her to take note at the story that this car's rear bumper tells.
One side of my road has a playground; the other a small farm with animals, fruit trees and a trampoline that they often let the kids use w/supervision. Add to this recipe that it's spring time, and one idiot ricer, and you have a recipe for serious tragedy.

Carbon fiber bumper cover and paint (Rear, I assume) just cost me $800. The cover although mostly just asthetic, should be replaced, if it flexed so much that the paint cracked, then it is damaged internally, Unfortunately that's the way of carbon fiber. I speak from experience, I backed into a fire hydrant in December.

Travelers came out to look at my car and gave an estimate of $460. Seems rather low, but I'll fry that fish later.
Tomorrow after work NCHP trooper Gibbs (who had a hit & run on his own car the day before mine) and I will be doing some door knocking; I have the GF's residence narrowed down to one of three units based on the reported parking patterns of the vehicle in question. If my witnesses are willing, I'll bring them along to help ID, and, if necessary, translate.
BTW - does anyone know how far the rear bumper of a Prelude will drop with a passenger?
If 7/8" seems reasonable, my new "bumper strakes" are an exact match.

Essentially, my encounter tomorrow relies on a good bluff; per Trooper Gibbs, since the witnesses did got neither a license plate nor a positive ID on the driver, if the owner and driver of the car in question stonewall me with a good Sgt Shultz routine, I'll be stuck.

This is how I would handle it... and I have done this myself on a couple occasions to idiots like that. Just go up to his car at night and grab his windshield wipers. Simply pull them back and snap them in half. Problem solved... an eye for an eye! Sometimes the law doesn't work for us so we have to take matters into our own hands. Next time it rains, he will be in for a big surprise.
