Personally I would use at least a 1/2 inch ratchet and a 1/2" to 3/8" adapter.
It would be better to use the tool that is not a ratchet as they are cheaper. You can easily put a pipe over them to get a real good leverage.
Do not forget to put the 3/16" (5mm would be better)drill end in place to lock the tensioner as you do not want to put your fingers near a belt and pulley while you slip the belt into position.
That way you can put the belt over all pulleys and then care fully remove the pin while tightening the spring pressure a little on the tensioner, slowly release the soring tension and with a bit of luck the belt will line up in the correct grooves. Check that all the pulley grooves are line up with the belt grooves.

The photos show 3/8" and 1/2" socket wrenches, a 3/8" to 1/2" adapter and a 17mm socket. The longest wrench is 24" x 1/2" long wrench, now this would really do the trick.
