Default What is this noise?

Just started the other morning. When i turn the wheels sitting still the it has a low whine and if i speed up the engine it gets more high pitched. I already added power steering fluid but it wasn't all that low and didn't fix it. What else could it be? Power steering pump? Serpintine belt? An idler pulley? Oh and i live in cold climate heard it could be that too but i'm starting to doubt that.

Cold power steering fluid/ unit will be a bit louder in colder climates until it warms up...normal. Turning the steering when at a dead stop, especially when cold, is not a good idea. It is always a good idea to be rolling just a bit to help relieve the pressures that is created when turning at a stand still.
