on non-interstate highways, i find the turn signals really effective. they're all up on you and all of a sudden you're turning left or right - usually you can catch the panic in their faces in the rearview as they try to assess an emergency lane change. Then, you don't turn off and they are gone. It makes them to change lanes and is fairly innocuous.
