This was absolutely a scam: confirmed. Ebay has since removed the listing, and deleted the user's account. (cobs84 No longer a registered user)

I am close enough that I was ready to fly up to Idaho to pick it up; was fully ready for a purchase even with the immediate bank-wire/cash payment terms, but had the same doubts as everyone else here. However I figured that with EBay's car-protection program of up to $100,000 I had nothing to lose, but it would have been more of a time/hassle loss on my part, and a non-refundable plane ticket.
However I started hypothesizing legitimate reasons for the $7,000 price, and really looking everything over with the car history from Experian report - seeing there was a prior Lien on the car as recent as 3/15/2019 with a duplicate title. It was also odd that the car had only 14,000 miles on it - but then it has been registered in 5 different states over the course of 15 years - at various times, NY, MO, CA, AZ, TX, and it's now in Idaho?

DUPLICATE TITLE - (Lien Reported) / EXCLUDED/EXEMPT
When you see that, with a car being sold at an unbelievably low price, it can mean the current lien-holder has possession of the car, a wholesaler picked it up from a bank's auction sale, and is just trying to rid themselves of it, have no real interest in it - maybe even no place to store it - and merely wants to get the difference out of it for whatever they are owed, dumping it as a Lien sale.
However, it can also mean that the CURRENT owner is facing a lien against it and wants to sell it for what they have into the car - and then you get stuck with a car that has an active lien against it, and you're screwed on trying to get a new title (i.e., great, you get the car for $7,000 but there is an active Lien on the car for $9,000 that wasn't disclosed).
With that in mind, I sent messages to the seller asking about that, and advising I would could fly into Boise, Idaho airport which is about 30-minutes away from Sparks and could do that as soon as this coming Saturday, Sunday or Monday if he would be ready with the car. My finger graced the enter button as my mouse-pointer hovered over the 'Buy-It-Now' icon several times over the last few days.
But as I never got an answer to any of my messages to the seller through Ebay - held back; that alone was a bad sign, and it seems that the scam fell apart anyway.
