Default Telescoping steering wheel adjustment lock

I have a 2005 Base coupe and the telescoping steering wheel doesn't lock tight enough and is able to be moved in the locked position. When I pull on the adjustment lever it moves freely and the dash indicator comes on but when I release/push it back the telescoping is much tougher and the light goes out but the wheel can be moved with a little more force applied so the adjuster is working somewhat. Is there a way to adjust the locking/holding force?

I can't be any help but I have the opposite problem. I have it unlocked, or so it seems, but can't get my steering wheel to move at all.

I saw in a pic from the service manual that there is a cable that the lever moves and in my case because there is a difference in resistance when the lever is operated the cable is functional. Perhaps in your car the cable end at the lever is broke or pop'd off.
